Undocumented immigrants will get working visa

Yesterday, U.S. President Bush outlined the strategy to enhance America 's Homeland Security through comprehensive immigration reform in Arizona .

As part of comprehensive immigration reform, Mr. Bush proposed the creation of a new temporary worker program. Under his program, undocumented immigrants would be allowed to get three-year work visas. They could extend that for an additional three years, but would then have to return to their home countries for a year to apply for a new work permit.

Mr. Bush said that this program would create a legal way to match willing foreign workers with willing American employers to fill jobs that Americans will not do and that it would help meet the demands of a growing economy, and it would allow honest workers to provide for their families while respecting the law.

However, this program does not create an automatic path to U.S. citizenship or provide amnesty. Mr. Bush opposes amnesty because rewarding those who break the law would encourage more illegal entrants and increase pressure on the U.S. border. The president supports increasing the annual number of green cards, but for the sake of justice and security, he said he would not sign an immigration bill that includes amnesty.
