In order to balance the workload of the different centers and improve the efficiency of work, cases are being transferred between centers and issued new receipt dates. In several
instances, cases that were within several months of adjudication were transferred, issued new receipt dates, and put into the queue as if initially received on the transfer date. As a result significant time is lost. Furthermore, when members attempt to clarify receipt dates or to check status through the NCSC, they are informed that NCSC is relying on the new transfer date when looking at processing times for status inquiry purposes and are refusing inquiries.
Based on these questions, the USCIS confirmed:

That a transferred case will be placed in the processing queue based upon the date of receipt at the service center where the case was originally filed;

All Service Centers conform to the mandated processing times set forth by HQ. The maximum processing time imposed is six 6 months and Centers are current for all form types at this time. It is true that cycle times vary among our Centers and SCOPS is focusing its efforts to minimize this variance. There could in fact be a short delay in processing of certain form types as they are transferred to the various bi-specialized locations; however, no adjudicative effort should take longer than 6 months to complete.

The original receipt date will be utilized for various inquiries made to the NCSC.
