How TSC Issues Secondary Finger Print Notices?

We know an applicant usually will receive biometrics (finger print) appointments right after they submit an I-485 application. Sometimes, when an I-485 case is pending, the applicant will also receive secondary biometrics appointment notice. One can even make multiple biometrics with a pending I-485. Some people expect an approval of their cases after they receive secondary biometrics appointment notice. Then, how does USCIS issue biometrics appointment notice? Does such a notice mean a case is processed or ready to be processed in a short time? Can attorneys file an inquiry to notify TSC when the priority date is current? USCIS TSC explains the mechanism by which it issues biometrics appointment notice as follows:

TSC performs proactive electronic sweeps to identify expired biometrics to ensure applicants are rescheduled, as appropriate. This ensures that biometrics are current at all times and the cases can be swiftly processed as soon as the priority date is current as long as security clearances are also complete. TSC monitors applications continuously for expired biometrics and security clearances so it is not necessary for an attorney or applicant to send an inquiry when a client priority date is current.
