Labor Certification Backlog Eliminated on 10/1/07 The U.S. Department of Labor announced on October 1, 2007 that the permanent foreign labor certification program's backlog has been eliminated. Nearly 99 percent of cases are completed and the remainder is awaiting responses from employers. The U.S. Department of Labor set up the backlog processing center in November 2004 to eliminate the backlogs of the pre-PERM labor certifications. In the past three years, more than three workers in two processing centers reviewed approximately 363,000 pending labor applications. From the beginning, the Department of Labor pledged that the backlog would be eliminated by September 30, 2007. This accomplishment has facilitated green card applications of hundreds of applicants. As complimented by U.S. Secretary of Labor Elaine L. Chao, "Thousands of people are no longer left waiting and wondering.” The backlog elimination centers will be closed by December, 2007.
