CIS DC Local Office May Not Accept EAD Application Anymore

Recently, it is announced that the as a pilot site, Washington D.C. district office will carry out a new EAD processing program. According to the new program, the I-765s will no longer be filed in the local office, while the EADs will no longer be issued in the local office either. In other words, once the new program is in effect, the Washington district office will no longer produce EAD cards for any I-765 applications filed on or after the start date. But for applications filed before that date, the card will be issued. Although it is currently unclear when the new program will be enacted, it is important to understand the changes that will be taking place.

Meanwhile, on the date that the program begins, the Washington office will, for the next 30 days, forward any locally filed I-765 application to the appropriate service center. Any applications filed after the 30-day grace period will be rejected with instructions to file the I-765 applications to the appropriate service center.

For the interim EAD cards, the beneficiary may still make an InfoPass appointment with the Washington office if more than 90 days have passed since the I-765 application is filed and the card has not been received. Their staff will take necessary steps to contact the service center to get the card to production. But under no circumstances will the office issue an interim Employment Authorization Card any more.  All production of the cards will be done at the card production facility, and the card will be mailed to the applicant. The whole process will take approximately 10 days.

From these two changes, we can see clearly that the new program will be much more effective. However, because a beneficiary cannot get an EAD from a local office 90 days after he/she files an application, it is hard to anticipate the impact to this kind of situation for the time being. It is unclear when CIS will enact this new program.
