Zhang & Associates’ Attorneys Attending USCIS Director’s Meeting

On June 22, 2006, attorneys Joe Jian Zhou, Jane Xu and Victor Bush from Zhang & Associates, P.C. attended a speech presented by the United States Citizenship and Immigration Services (USCIS) Director, Dr. Emilio T. Gonzalez.  As keynote speaker of the 2006 Annual Conference of American Immigration Lawyers Association, the USCIS Director addressed immigration reform, backlog cases processing, and other hot issues, such as name checks.

According to Dr. Gonzalez, the USCIS has undergone a system reform and has achieved significant milestones in reducing the backlog cases.  Since last year, the total number of backlog cases has been reduced from 3,500,000 to 400,000.  On average, the USCIS has achieved a 6-month processing time for most cases.  The Director believes that the USCIS will further improve its efficiency by enhancing and expanding the application of the electronic filing system and providing intensive training to its officers.  

A major concern of many has been the name check issue.   As the USCIS Director explains it, the processing of a name check involves not only the USCIS, but multiple government agencies such as the FBI.  Though 99% of name checks are completed in a couple of months, 1% of all name check cases may have a match in the system and may require further multi-agencies investigation.  The USCIS does not have control over other government agencies.  Without a green light from other agencies, the USCIS can not approve pending cases.  Director Gonzalez expresses his sympathy to those who have encountered the name check delays.  He has and will continue to urge other government agencies involved to speed up the process so that the USCIS can further improve processing quality and turnaround time.

In addition to this keynote speech, attorneys from Zhang & Associates, P.C. will also attend other discussion forums with senior officers from the USCIS and the Department of Labor (DOL), where these officers will address key questions that concern most of Z&A’s clients.
