Senate Approves Comprehensive Immigration Reform Bill on 5/25

Recently, immigration reform has been a hot topic in the House, Senate, and White House. The Senate voted 62 to 36 to approve comprehensive immigration reform legislation after nearly four weeks of Senate Floor debate on the measure and votes on more than 40 amendments. Now, the new Senate-approved bill will have to be harmonized with the harsh, enforcement-only bill approved by the House in December, and that will lead to a contentious House/Senate conference.

The new Senate Bill includes the following provisions:

A path to permanent legal status for most of the 12 million undocumented immigrants
A new temporary worker program
Significant increases in family-based and employment-based visas
Important reforms to the agricultural worker program
Significant reforms to the high-skilled immigration program
Relief for undocumented high school graduates (Dream Act)
Harsh border security enforcement

Most GOPs in the Senate voted against the measure, with 32 opposing and 23 backing it. Among Democrats, 38 supported the bill and only 4 opposed. Actually, President Bush publicly indicated that he supports harsher border enforcement and a guest-worker program with a path to green card and citizenship for illegal immigrants. However, reconciliation between this new bill and the December House harsh bill is yet to be achieved, requiring touch negotiation and compromise in the House/Senate conference.
