The application to enter the diversity immigration program is filed
at the Kentucky Consulate Center. However, it is important not to
file the application until the State Department publishes explicit
instructions on filing. The instructions are usually published in
August for draw that will take place in the current fiscal year.
Failure to follow the published instructions precisely will most
likely result in disqualification for that fiscal year. The instructions
are usually published through a press release or the Federal Register.
