According to the bi-specialization process of USCIS, if the I-765 petition is concurrently filed with an I-140 and I-485, the package should be filed to the Nebraska Service Center (NSC). If the I-140 is pending or has been approved, the I-485 and I-765 package should be filed to the service center where the I-140 is under process or has been approved. If the I-765 is filed independently, it should be filed to the service center where the I-485 is under processing. In addition, the applicant must submit the I-765 form and other supporting documents, photos, and fees.
