The New York office currently has five attorneys.

Attorney Jian “Joe” Zhou is a co-managing attorney of the firm and manager of the firm’s New York City office. With more than 10 years of experience in employment and business immigrant visa petitions, as well as non-immigrant worker visa practice, he has handled more than one thousand cases in EB-1, NIW, EB-5, and PERM based EB-2/EB-3 immigrant visa petitions, as well as H-1B, L and E non-immigrant worker visas petitions.

Attorney Bennett Wisniewski graduated cum laude from the William S. Richardson School of Law at the University of Hawaii. At Zhang & Associates, P.C. Bennett focuses his practice on National Interest Waiver, EB-1A, EB-1B, I-485 Adjustment of Status, and Consulate Processing cases. He has also worked closely with Zhang & Associates, P.C. on various projects to lobby Congress for comprehensive immigration reform.

Owen Gu is a licensed attorney in New York and New Jersey. He was born in Beijing, China and received his Bachelor of Commerce degree (Honors) from Queen’s University in Canada. Subsequently, he was awarded the St. Thomas More Full Tuition Scholarship to attend St. John’s University School of Law in New York City where he earned his Juris Doctor Degree (J.D.). He joined Zhang & Associates, P.C. as a business development attorney with a focus on developing Chinese markets and advising Chinese corporations and individuals on U.S. immigration and corporate law.

Chingfei Kong is an attorney licensed in New York.  He graduated from McGill University with a B.S. in Biochemistry and earned his J.D. from Fordham University School of Law.  As a law student at Fordham, Mr. Kong served on the Moot Court Board as well as the Environmental Law Review.  Prior to joining Zhang & Associates, Mr. Kong worked at a boutique immigration law firm focusing on business immigration cases including EB-5 and intracompany transfers. 

Xia Chen received her Bachelor of Law from Southwest University of Political Science and Law. She started her legal career in Beijing, China in 2004 after she completed her graduate study in civil and commercial law from the Law School of Renmin University of China.  She worked as an attorney in Beijing. In the first few years, her practice was focused on commercial litigation. She has successfully represented corporate clients for their commercial disputes in different levels of Chinese courts, including in the Supreme Court of China.  Then, she developed her career in corporate law and securities transactions and successfully served business clients in IPO projects, private placement and M & A transactions.  She also served as legal counsel to several State-owned financial enterprises.

By Taxi:
If you take a cab, simply tell the driver to go to 14 Penn Plaza located at 225 West 34th Street. The taxi service in New York is convenient and relatively affordable.

By Subway:
We recommend taking subway routes B,D,F, M, N,Q, or R toward midtown Manhattan, and getting off at the 34th Street-Herald Square station. The 1,2,3 trains (34th street stop at 7th Avenue) or the A, C, E trains (34th street stop at 8th Avenue) will also take you within a few blocks of our office.
